While EPS initially estimated there were around 1,200 homeless individuals in Edmonton, the number being reported exceeded 3,000. The issue turned out to be multifaceted: approximately 17 per cent of people needed health interventions, 50 per cent were in a “Recovery System” and needed the help of social services, and the rest were part of the “Feeder System”, primarily composed of immigrants and people waiting for housing.
