Getting regional authorities out of the way of development approvals looks like a welcome reduction in red tape. But discouraging home flipping seems likely to chill our renovation businesses. Can't have it all, I guess.

B.C. has introduced the Residential Property (Short-term Holding) Profit Tax Act, commonly referred to as the B.C. home-flipping tax. The government says the legislation is meant to discourage investors from buying housing only to turn a quick profit. Income from residential property resold within two years is subject to the tax. Homes sold within a year of being purchased will be subject to a 20 percent tax on any profit, declining to 10 percent the following year and no tax thereafter.

The Ontario regions of Waterloo and Durham became "upper-tier municipalities without planning responsibilities" on Jan. 1. The regulatory change means the municipalities in those regions can seek ministerial approval of amendments to their official plans without involving the broader regional authority. The change is one of many changes made under Ontario's Bill 23 More Homes Built Faster Act and Bill 185 Cutting Red Tape to Build More Homes Act to try to streamline the approvals process for new housing development.

The six-month trend in housing starts was flat (-0.3%) in November at 243,268 units, according to Canada Mortgage and Housing Corporation (CMHC). The trend measure is a six-month moving average of the seasonally adjusted annual rate (SAAR) of total housing starts for all areas in Canada. The total monthly SAAR of housing starts for all areas in Canada increased 8% in November (262,443 units) compared to October (242,207 units).
