The operations of cannabis Licence Holders are governed by the Cannabis Act, the Act’s regulations, Health Canada policies, and by provincial distributors and retailers. Given the “newness” of legal cannabis, the prominence of the illicit cannabis industry, and the stigma associated with cannabis, governments adopted a precautionary approach to the regulation of the legal cannabis industry.

The Statutory Review of the Cannabis Act involves a review of the “administration and operation” of the Act. As C3 responds to the Review, we’ve convened a multi-disciplinary panel to discuss their 3.5 years of experiences under the Cannabis Act and explore the benefits of moving from a precautionary to a risk-based approach to the regulation of cannabis producers and processors.
