TC should concentrate its dwindling resources on providing services that cannot be delivered by third parties, and delegate to industry those services that would only require government oversight rather than execution.
ATAC provided the past three Transport Ministers a detailed list of services that could be delegated without going through lengthy legislative or regulatory changes.
These included manual amendments, air carrier pilot licence renewals, and the hosting of all professional exams. Mandating industry to carry out these duties would allow TC to focus its resources on its oversight responsibility, as recommended by SMS Culture.
